Dear Attorney General Gonzales:
Re: DoJ Virtual Private Assassination Networks
Hawks CAFE believes the U.S. Department of Justice helped procure at least three virtual private assassination networks used in murder for hire operations during 'Global Guardian', a bogus continuity-of-government and war game exercise staged on 9/11.
Our ongoing research indicates that in order to procure and conceal the virtual private assassination networks used for Global Guardian, agents of the CAI-Carlyle Canada private equity group bribed or extorted various DoJ insiders and directors of public companies into approving, submitting and/or causing the submission of false or fraudulent claims to the United States in violation of the False Claims Act31 U.S.C. § 3729 et seq.
We note that in 1993, the DoJ used money provided the
international drug trade to buy in AT&T's secure telephony system and give organized crime or terror groups an opportunity to track targets and enemies over state-sponsored murder for hire networks.
We note that in 2006, the DoJ accepted a $615 million payment (bribe?) to drop its investigations into Boeing's violations of the False Claims Act and the company's illegal export of military guidance and control (G&C) and satellite communications technology.

We note the DoJ allowed the Carlyle Canada controlled company, Nortel Networks, to export its VoIP military communications systems to European (NATO?) controls just after the Pentagon's wire lines and wireless networks had been sabotaged on 9/11!
A former DoJ Deputy Associate Attorney General, has suggested that we bring a qui tam suit on behalf of the federal government for a series of alleged false claims by the Global Guradians in respect of their legitimate use of virtual private networks during 9/11 and subsequent continuity-of-government and war game exercises. 
With the help of a U.S. Attorney in an assigned district with jurisdiction, we would be in a position to file a qui tam suit extrapolated from "Hawks CAFE v. Global Guardians" here. 
Time is of the essence; we are collecting telltale indicators which suggest the Global Guardians' plan to use virtual networks to ambush U.S. President George Bush, Canadian Prime Minister Stephen Harper and Mexico President Felipe Calderón at a meeting on Tuesday, August 21st, 2007, in the Montebello Chateau hotel, Quebec, Canada.

We believe President Bush should cancel his Montebello meeting on August 21st and we are asking U.S. agencies, including the Department of Justice, to help us neutralize the threats from virtual private assassination networks, allegedly procured by Francophonie states and insiders of the DoJ and Clinton White House during the period 1993-2001.
We require your urgent response and precautionary action.

"Qui tam is a legal provision in the United States under the False Claims Act31 U.S.C. § 3729 et seq.), which allows for a private individual, or whistleblower with knowledge of past or present fraud committed against the U.S. federal government to bring suit on its behalf. Its name is an abbreviation of the Latin phrase "qui tam pro domino rege quam pro se ipso in hoc parte sequitur", meaning "he who sues for the king as well as for himself." This provision allows a private person, known as a "relator," to bring a lawsuit on behalf of the United States, where the private person has information that the named defendant has knowingly submitted or caused the submission of false or fraudulent claims to the United States. The relator need not have been personally harmed by the defendant's conduct. The False Claims Act provides incentive to relators by granting them between 15% and 30% of any award or settlement amount. In addition, the statute provides an award of the relator's attorney's fees, making qui tam actions a popular topic for the plaintiff's bar. Indeed, a private [natural] person may not be able to commence a qui tam action "pro se" -- that is, without representation by a lawyer -- since the private person is actually representing/filing the suit on behalf of the government and that may only be done by a lawyer. Once a relator brings suit on behalf of the government, a U.S. Attorney for the district in which the suit was filed has the option to take over the case. If he or she does so, the government will usually notify the company or person being sued that a claim has been filed. Qui tam actions are filed under seal, which has to be partially lifted by the court to allow this type of disclosure. The seal prohibits the defendant from disclosing even the mere existence of the case to anyone, including its shareholders (a fact which may cause conflicts with the defendant's obligation under Securities & Exchange Commission or stock exchange regulations that require it to disclose lawsuits that could materially affect stock prices). The government may then, without disclosing the identity of the plaintiff or any of the facts, begin taking discovery from the defendant. If the government does not decide to participate in a qui tam action, the relator may proceed on his or her own, though such cases classically have a much lower success rate. Conventional wisdom states that this is due in part to the fact that the government will get involved in what it believes are winning cases, but will avoid losing cases."
How Nortel's virtual private networks bypassed POTUS chain of command, "Lloyd and another Nortel engineer Brett Jones boarded the MERCY in Singapore with the required equipment to install the new network and personnel from subcontractors on the project -- Cell-Tel Government Systems Inc., Maritime Telecommunications Network and Global Broadband Solutions (GBS), LLC. Lloyd and Jones led the installation of the wireless network on board MERCY with technical support from Nortel's Federal Network Solutions group .. The wireless network now in place uses a base station on the ship operating on the Global System for Mobile Communications (GSM) wireless standard. The GSM base station supports wireless cell phone service both on board and on shore with a range of up to 10 miles from the ship. The new network is integrated into the ship's existing internal telephone network's Private Branch Exchange (PBX) from Nortel which required a feature upgrade to operate seamlessly with Nortel's cellular GSM solution. The wireless service can also uplink to satellite if medical personnel need to make long distance calls to other specialists not located on the ship or within the region .. Beyond the work on the MERCY, Nortel does a broad range of business with the U.S federal government and Department of Defense. For example, the Dynamic Network Services (DNS) - the network that serves the Pentagon - runs on Nortel switches. During 9/11, when essentially all of the wire lines and wireless were no longer functional, the DNS network continued to operate at full reliability. The Department of Defense relies on Nortel solutions in all 50 states and more than two dozen countries across the globe. Nortel was also the first networking vendor to achieve Voice over Internet Protocol (VoIP) certification from the US Defense Department Joint Operability Test Command. The certification ensures products deliver exacting levels of performance under duress and offer other unique features and functionality required for national security."
