Re: Francophonie Insurers Fund Rwanda Genocide
Hawks CAFE believes Groupe Axa with Quebec and New Brunswick, two participating governments in La Francophonie, are concealing a global murder-for-hire service by laundering kickbacks to politicians using foreign commerce and the public pension and insurance funds of targeted states, including America, Canada, France, Luxembourg, Lebanon, Vietnam, Democratic Republic of Congo, Niger, Cambodia and Rwanda.
We note France, co-founder of La Francophonie with Canada (?), is alleged to have used state-controlled pension and insurance funds to equip, train and pay the thousands of assassins and paramilitaries needed to execute 'contract hits' on an estimated one million English-speaking Tutsis and moderate Hutus who died during the Rwanda Genocide. 
France financed Genocide .. Kigali New Times ^ May 23, 2007 .. 05/23/2007 .. A financial expert has told Mucyo commission that French government .. diverted social security funds into procurement of arms .. sent to Rwanda .. panel .. evidence depicting role of France in Genocide which claimed the lives of an estimated one million Tutsis and moderate Hutus .. funds .. deposited in Caisse Centrale De Reassurances .. managing French insurance institutions, channeled through financing department known as Rochefort Finances .. independent insurance broker .. ".. money used to finance flow of arms into Rwanda as well as facilitate French secret services," .. separate accounts used by French government to finance flow of arms into Rwanda during Genocide indicates syndicated move involving illegal weapons payment and delivery. " .. secret accounts managed exclusively in Paris," .. syndicate involved high-ranking French officials in ministry of finance .. then budget minister, Nicholas Sarkozy, recently sworn-in as new French president, aware of all the activities .. emptying of insurance institution and particularly people's accounts .. re-reimburse later in September 1994 using tax payers' money .. revelations hold French entirely responsible for what happened in Rwanda in 1994".
 "Raid on spy's home 'reveals details of Chirac's secret £30m bank account' SUSAN BELL IN PARIS The Scotsman 24 May 2007 .. Papers seized by two investigating magistrates from General Philippe Rondot, a former head of the DGSE, France's intelligence service, show Mr Chirac opened an account in the mid-1990s at Tokyo Sowa Bank, credited with the equivalent of £30 million .. judges Jean-Marie d'Huy and Henri Pons seized 112 bound files and numerous other documents from the home of Gen Rondot in connection with their inquiry into an alleged smear campaign .. centred on whether Dominique de Villepin, the then prime minister, had asked Gen Rondot to dig up dirt on Mr Sarkozy, then interior minister, wrongly accused of receiving kickbacks from the £1.4 billion sale of French frigates to Taiwan in 1991 [by Thomson CSF, now Thales, which sold the triaxial QRS 11 missile gyroscopes which were illegally embedded in the flight boxes of Boeing passenger aircraft sent to China before 9/11]."
Jacques Chirac may have received the £30 million from Groupe Axa and Francophonie insurers to buy French government support and/or concealment of the Rwanda Genocide.
Another possibility is the payments bought Chirac's help in keeping Axa directors out of jail. We note that a few weeks before 9/11, "June 12, [2001] French police detained and questioned AXA's Management Board Chairman Henri de Castries and his predecessor, the company's founder Claude Bébéar .. about a massive tax evasion [life insurance] scheme involving former AXA subsidiary PanEuroLife. The two men were held overnight and finally released on June 13 after each posted a 2-million franc ($258,000) bond."
We are collecting evidence of murder-for-hire and victim life-insurance frauds against various Axa private-equity groups, including Little Rock's Rose Law firm and four of its partners; Joe Giroir, Webster Hubbell, the late Vincent Foster and Hillary Clinton.  
The Rose Law partners appear to have begun brokering the development of Improvised Killing Device (IKDs)  in 1978 and, wittingly or unwittingly, helped organized crime and labor groups bribe politicians through Axa's `dead-peasant' life insurance contracts.
If the money was a murder-for-hire kickback from Axa and Francophonie insurance funds for Chirac's role in the Rwanda Genocide, we would expect to find similar payment methods are keeping North American politicians silent in respect of 'al-Qaeda' 9/11.

"French accused of complicity in genocide that killed a million in Rwanda By Linda Melvern Published: 05 November 2006 .. public inquiry into France's role in the 1994 genocide in Rwanda held hearings in Kigali last week, where the French army was accused of complicity in massacres of Tutsi. The commission is also examining Operation Turquoise, the 1994 French military intervention that was ostensibly aimed at saving Rwandan lives. Human rights groups in France claim French soldiers tricked thousands of Tutsi survivors out of hiding, and abandoned them to the Interahamwe militia. The three-month genocide claimed up to one million Tutsi victims. Close links existed between France and Rwanda, the tiny African country ruled by a Hutu dictatorship for 20 years. France was its biggest supplier of heavy military equipment, and sent troops in 1990 to help repel a military offensive from Uganda by the largely Tutsi Rwandan Patriotic Front, (RPF), against the corrupt president, Juvenal Habyarimana. During nearly three years of civil war, in some instances senior French officers took operational battlefield control. In 1993, an international peace agreement replaced the French with UN peacekeepers, to monitor creation of a power-sharing democracy .. By 1994, Rwandan army had become a "military protégé" of France. Before the genocide, 47 high-ranking French army and gendarmerie officers were with the Rwanda military. French officers were attached to the élite battalions, the Presidential Guard, the para-commandos and the reconnaissance battalion. In April, 1994, French-trained officers from the Presidential Guard eliminated the pro-democracy and political opposition and French-trained soldiers from the para-commando and the reconnaissance battalion began killing anyone with a Tutsi identity card. The Rwanda Commission has evidence that the French trained the Interahamwe, and French officers were in commando training centres, where torture was perpetrated, and where political opponents disappeared.Yet in meetings of the Security Council to decide UN policy on Rwanda, France had sat silent. Later, the then French ambassador to the UN, Jean-Bernard Mérimée, blamed the UK and US ambassadors for the international failure over Rwanda. During the genocide, French diplomats told the UN many had died as civil war casualties, diverting attention from systematic massacres of civilians. France refused to allow the Council to invoke the 1948 Genocide Convention to try to stop the genocide. Then after five weeks of murders, France launched its own military intervention, with Council blessing, to secure humanitarian areas for survivors and protect displaced people.This was Operation Turquoise. The French did create a safe zone, but this allowed the political, military and administrative leadership of the genocide to flee. Although the RPF won the civil war, the national treasury, the killers and 37,000 troops moved to Zaire (now the DRC).
