Hawks CAFE believes that saboteurs hired by the CAI-Carlyle Canada private equity group and Francophonie member states, are launching foot-and-mouth attacks on U.K. farmers using various strains of the virus stolen from the Pirbright laboratory in Surrey. 
"Foot and mouth lab failure causes outbreak (Britain) Telegraph U.K. ^ | August 5, 2007 .. A biosecurity failure at a research laboratory has been pinpointed as the likeliest source of Britain's foot and mouth outbreak .. fears that the virus escaped from the Pirbright laboratory site in Surrey .. A private pharmaceuticals company, Merial Animal Health .. developing a foot and mouth vaccine, shares Pirbright site with the government-funded Institute for Animal Health .. Officials have not ruled out possibility such a release of the virus was deliberate .. spokesman said strain similar to a virus known as 01 BFS67 isolated in the 1967 foot and mouth outbreak ..strain was present at the institute and had been used in a vaccines batch made last month by Merial .. jointly owned by drugs giants Merck and Sanofi-Aventis[headquartered in Paris, controlled through Total, Saddam's Oil-for-Food company, and Paul Desmarais of Carlyle Canada].. outbreak .. threatens havoc .. The 2001 outbreak led to the slaughter of nearly seven million animals and cost the country £8.5 billion .. European Commission .. compulsory ban on live animal exports from Britain, as well as meat and dairy products from the area affected by the outbreak .Production of vaccine cannot begin until strain has been identified ..More than 5,000 strains of infectious foot and mouth are held in a reference "library" by the Institute of Animal Health at Pirbright and samples from all over the globe are sent there for analysis. It provides confirmation of outbreaks for the United Nations. Merial .. has been attempting to create harmless versions of the virus that can be used in vaccines. The Pirbright facility, which has about 100 members of staff, is a high-security site, holding samples of the most dangerous animal diseases known, including swine fever, sheep pox and bluetongue"
We note the counter-intelligence services to deal with U.K. industrial/military espionage and scientific development of CBRN (chemical, biological, radiological, nuclear) weapons was partially privatized (2001) and then completely privatized (2003) via QinetiQ to Carlyle investors and alleged sponsors of the Global Guardian war games in America on 9/11.
Our research suggests surveillance of U.K. farmers' targeted by the foot-and-mouth virus, was conducted through RADARSAT operated by Carlyle in an elaborate sabotage-for-reinsurance fraud with AXA-BNP Paribas, manager of Iraq's UN Oil-for-Food program.
Our lawsuit "Hawks CAFE v. Global Guardians"
seeks to prove that Francophonie private equity groups sponsored the 9/11 attacks and that CAI-Carlyle Canada is a prime suspect in the release of foot-and-mouth virus through saboteurs with Sanofi-Aventis at Pilbright.

"Sanofi aventis was formed in 2004 when Sanofi-Synthélabo merged with Aventis. In early 2004, Sanofi-Synthélabo made a hostile takeover bid worth €47.8 bn against Aventis. Initially, Aventis rejected the bid because it offered inferior value based on the company's share value. The three-month takeover battle concluded when Sanofi-Synthélabo launched a friendly bid of €54.5 bn in place of the previously rejected hostile bid. Government intervention also played an active role. TheFrench government, desiring a local merger solution, put heavy pressure on Sanofi-Synthélabo to raise its bid for Aventis after it became known that Novartis, a Swisspharmaceutical company, was in the running .. Sanofi-Synthélabo was formed in 1999 when Sanofi (former subsidiary of Total) merged with Synthélabo (former subsidiary of L'Oréal). The merged company was based in Paris, France .. "The outbreak of foot-and-mouth disease in the United Kingdom in the spring and summer of 2001 caused a crisis in British agriculture and tourism. The epidemic saw 2,000 cases of the disease in farms in most of the British countryside. Around seven million sheep and cattle were killed in an eventually successful attempt to halt the disease. Cumbria was the worst affected area of the country, with 843 cases. With the intention of controlling the spread of the disease, public rights of way across land were closed by order. This damaged the popularity of the Lake District as a tourist destination. By the time the disease was halted by October 2001, the crisis was estimated to have cost Britain £8bn ($15bn), and had dominated much of the 2001 UK media coverage prior to 11th September."

Par l'intermédiaires du Groupe Bruxelles-Lambert, la famille Desmarais et leur compère belge Albert Frère sont les plus importants actionnaires de Total - la cinquième pétrolière au monde - du groupe Suez, de la cimenterie Lafarge et de Imerys, un leader dans les matériaux de construction. M. Sarkozy pourrait faciliter la fusion, déjà annoncée, du Groupe Suez avec la société d'état Gaz de France, le plus important distributeur de gaz naturel en Europe. Au cas où cette transaction ne pourrait voir le jour, les conseillers économiques de Sarkozy ont évoqué l'idée d'une fusion entre Gaz de France et Total.
