Dear Minister Day and Vice-President Cheney:

Re: Hurricane Hillary's war rooms in Louisiana hedge fund fraud?

I believe Carlyle Canada's private equity and hedge fund group* hired Hillary Clinton to serve as Lafarge director (1990-1992) and as a president of the French American Foundation to conceal a global virtual-war room and 'al-Qaeda' SWAT team network.

I also believe Carlyle Canada insiders (below) went on to hire Ms. Clinton's husband Bill Clinton to serve as a two-term U.S. president and used the couple to coordinate the sabotage of American physical command centers through virtual war room networks, financed by life insurance and hedge-fund frauds on city, state and national employees.

You should by now be aware that the Carlyle Canada affiliate, AMEC, conducted sabotage-vulnerability tests on the Pentagon and World Trade Center buildings on 9/11.

You should not then be surprised that in 2004, Carlyle and AMEC conducted a pre-Katrina computer simulation ('Hurricane Pam') , apparently to develop event-arbitrage investment strategies which could exploit any possible levee failures in New Orleans and maximize both political and investment returns for Carlyle Canada's clients, including the Clinton Democrats, the U.S. national teachers pension fund (`TIAA-CREF') and the Louisiana State Employee Retirement System, orLASERS.

Hurricane Pam simulated a flood of the low-lying parishes of New Orleans and the drowning of up to 60,000 people, including N.O. first responders and welfare claimants.

Unfortunately for the Clinton hedge-fund managers and, of course, purely from the hypothetical point of view of maximizing investment returns for the national teachers and Louisiana state employees, Hurricane Katrina passed New Orleans 80 miles to the east - 17 hours before the levees gave way - and therefore failed to generate the size of storm surge necessary to flood the parishes to the depth required by hedge-fund investors' to collect on the "dead-peasant" life insurance contracts on 60,000 drowned Americans.

In paramilitary (?) maneuvers reminiscent of the demolitions of the Twin Towers in New York which killed 342 pre-insured New York City firefighters on 9/11, the simultaneous levee failures, long after the Katrina storm surge was over, suggest Carlyle's use of a virtual war-room network to coordinate a SWAT team of expert saboteurs and blast technicians who appear to have destroyed a wall along the Industrial Canal with an unmoored Lafarge barge and detonated underwater explosives at four different places on the levees around low-lying parishes of New Orleans.

Watching FEMA's engineered paralysis in the aftermath of Katrina and listening to the self-serving squawks of righteous indignation against the failure of the Bush administration to protect the City of New Orleans by Louisiana's democrat governor Blanco and New York Senator and former Lafarge director, Hillary Clinton, I suggest we rename the catastrophe as "Hurricane Hillary and the Louisiana hedge-fund fraud".

I wonder if you and your governments' ever-alert intelligence agencies or even the Katrina victims themselves would agree?

Please let me know if you get the time.

Yours sincerely,

David Hawkins

Notes: "Hurricane Hillary's war rooms in Louisiana hedge fund fraud?"

"Southeast Louisiana Catastrophic Hurricane Functional Plan." It maps out detailed instructions for emergency managers responding to a deadly hurricane that floodsNew Orleans and kills more than 60,000 .. It wasn't an official disaster playbook but an experiment, the product of a weeklong simulation conducted last year [2004] in which emergency managers confronted a fictional "Hurricane Pam." The halting emergency response to Hurricane Katrina's aftermath left thousands of people stranded in New Orleans and adjacent areas for days without food and water, with many vulnerable to roaming gangs of outlaws. Flaws in communications and coordination between government agencies at the federal, state and local levels apparently slowed the response, though exactly what went wrong has yet to be determined .. simulation imagined a grim scenario even worse than Katrina: a slow-moving Category 3 hurricane that strikes the New Orleans area, topping levees and causing 10 to 12 feet of flooding in New Orleans and the entire east bank metro area. Katrina's flood waters spared most of Jefferson Parish and parts of New Orleans. In the simulation, 61,290 people die, including 24,250 in New Orleans. An additional 384,000 are injured or fall ill. The exercise grew out of an initiative at the Federal Emergency Management Agency started early in the Bush presidency [Oh yes, of course, it's Bush's fault]…"

*Subsequently disbanded, Carlyle Canada's special weapons and tactics (SWAT) team, included at one time James A. Baker, Frank C. Carlucci, Laurent Beaudoin, Peter G. Bentley, Andre Bisson, Paul Desmarais Sr., Peter Lougheed, Frank McKenna, David P. O'Brian, Hartley T. Richardson (director of Macdonald Dettwiler and Associates 'MDA' on 9/11+1), William Sinclair and Lynton Wilson (chairman of $100 billion 'pump-and-dump' scamster, Nortel Networks).
