The bcIMC custodians appear to use climate-event or carbon cap-and-trade arbitrage to pull outsiders into catastrophe ('cat') bonds
triggered by false claims broadcast on an insider virtual news network ('VNN').
We note the Chicago Climate Exchange, Generation Investments
and UN Environment Programme Signatories, including bcIMC,
operate a carbon-credit trading cartel using a virtual news network to give insiders access to climate data from RADARSAT services, partly controlled by bcIMC! 
There is a conflict or a perception of a conflict of interest when Members of the B.C. Legislature and some 379,000 public servants who are Members of a pension fund (bc IMC), have access to information, including virtual-climate carbon data, which is not available to the general public i.e. 90% of B.C.'s remaining citizens.
"November 21, 2007 ... VICTORIA - B.C. became the first Canadian province to enshrine greenhouse gas reduction targets in legislation with a bill introduced in the legislature on Tuesday. Legislated and/or mandatory carbon cap-and-trade transactions generate huge profits for insiders and appear to put B.C.'s public servants in a conflict of interest - after all these people hire scriptwriters for virtual news networks to warn us of virtual climate change and they set the cap! 
Reform BC advises you that if Bill 44, the Greenhouse Gas Reduction Targets Act, is passed, then it believes the members of the Legislative Assembly or Executive Council are in violation of the Members' Conflict of Interest Act [RSBC 1996] and our Party will seek restitution on behalf of British Columbians generally with a claim against the assets of bcIMC.

Definitions
1  In this Act: ...
"member" means a member of the Legislative Assembly or of the Executive Council, or both;

Conflict of interest
2  (1)  For the purposes of this Act, a member has a conflict of interest when the member exercises an official power or performs an official duty or function in the execution of his or her office and at the same time knows that in the performance of the duty or function or in the exercise of the power there is the opportunity to further his or her private interest.
(2)  For the purposes of this Act, a member has an apparent conflict of interest if there is a reasonable perception, which a reasonably well informed person could properly have, that the member's ability to exercise an official power or perform an official duty or function must have been affected by his or her private interest.
Conflict of interest prohibition
3  A member must not exercise an official power or perform an official duty or function if the member has a conflict of interest or an apparent conflict of interest.
Insider information
4  A member must not use information that is gained in the execution of his or her office and is not available to the general public to further or seek to further the member's private interest.
Influence
5  A member must not use his or her office to seek to influence a decision, to be made by another person, to further the member's private interest.

Application for restitution
13  Despite anything in this Act, if any person, whether or not the person is or was a member, has realized financial gain in any transaction to which a violation of this Act relates, any other person affected by the financial gain, including the government or a government agency, may apply to the Supreme Court for an order of restitution against the person who has realized the financial gain."

To test the cartel for virtual-carbon climate fraud, we tracked cash flowing through parametric cat bonds, apparently triggered by floods 'claimed' to have exceed a depth of 15' in New Orleans after Hurricane Katrina.
We believe that kickbacks triggered by the 15' parametric cat bond were laundered through the Chicago Climate Exchange and Generation Investments and fraudulently paid to UNEP Signatories, including bcIMC.
