"A surety bond is a three-party instrument between a surety, the contractor and the project owner. The Preferred Surety Bond (PSB) program was established by P.L. 100-590 in November, 1988 .. Sureties participating in this program cannot participate in the Prior Approval program. Fourteen major sureties have become participants in the PSB program .. managed by SBA's Office of Surety Guarantees in WashingtonDC.
