Hawks CAFE believes the SBA's Chief Operating Officer in 2001, Kristine Marcy, contracted 8(a) firms to build bomb-laden droned planes for war games and hired enemy aliens through the Justice Prisoner and Alien Transportation System to execute `ConAir 9/11'.
"Justice Prisoner and Alien Transportation System (JPATS) is a United States federal government agency charged with the transportation of persons in legal custody between prisons, detaining centers, courthouses .. known to many as Con Air. Prisoners transported by JPATS are not limited to those held by the Federal Bureau of Prisons or U.S. Immigration and Customs Enforcement; its services are also available to military and state law enforcement. The agency was formed [by Kristine Marcy] in 1995 when the Immigration and Naturalization Service and the United States Marshals Service merged their air fleets. JPATS transports more than a quarter million prisoners and aliens each year. Run by the Marshals Service, all scheduling is handled at JPATS headquarters in Kansas CityMissouri. Air fleet operations are located in Oklahoma CityOklahoma, with hubs inAnchorageAlaskaMesaArizonaAlexandriaLouisiana; and the Virgin Islands. Additionally, the Federal Transfer Center atOklahoma City's Will Rogers World Airport was built especially to facilitate prisoner transport on JPATS. Usually, the airline employs Boeing 727 or Boeing/McDonnell-Douglas MD-83 aircraft to transport convicts and illegal residents of the United Statesfor extradition. Smaller jets and turboprops are also used to transport individual prisoners who are considered particularly dangerous. The airline that flies these planes is Champion Air .. According to the Boeing Jetliner Databook, JPATS operates four Boeing 727s. JPATS also operates an additional four MD-83 aircraft. JPATS aircraft use the ICAO designator DOJ with the callsign JUSTICE. Immediately after the September 11, 2001 attacks, when the Federal Aviation Administration grounded all civilian air service, JPATS was the only non-military air service allowed to continue flying in U.S. airspace."

We note the National Academy of Public Administration has a board meeting scheduled for May 29-30 in Chapel Hill, NC, and urge you to consider our allegations in the context of possible indictments of attendants under U.S. Code § 2384. (Seditious Conspiracy).

"PHOENIX — An engineer from Iran was convicted Tuesday of illegally accessing a protected computer in the United States to use software he obtained at a former job at the nation's largest nuclear plant. Mohammad Reza Alavi, 50, who worked at the Palo Verde Nuclear Generating Station for 17 years, faces up to five years in prison and could be fined up to a $250,000 for his conviction on a count of illegally accessing a computer. A sentencing hearing has not been set."
