In March 1993, U.S. Vice-President Al Gore bought up the entire production of AT&T's secure telephony system and equipped his "Interagency Working Group on Environmental Justice" with virtual private networks ('VPN'), allegedly in support of murder-for-hire 'tunneling' service for corrupt insiders of the Clinton White House. http://groups.yahoo.com/group/hawkscafe/message/143

Research indicates that the special weapons and tactics ('SWAT') teams which used the Gatineau VPN hub for 9/11 were recruited by the Laborers' union through the former LIUNA general president, Arthur Coia, the Chinese People's Liberation Army through U.S. agents, John Huang and Joe Giroir, and the Bonanno-Rizutto crime families in New York and Montreal, through an alleged made member, a certain Alfonso Gagliano.

Galiano became Canada's minister of labor and later minister of public works, thereby giving saboteurs access to the money and opportunity needed to build a base (Arab word, 'al-Qaeda'!) or hub in Quebec and use virtual private networks deployed by RADARSAT, Tomoye and Martec in Gatineau and co-conspirators at Lansdowne Technologies and Parisien Research Corporation in Ottawa, to attack America on 9/11.

Gagliano and one of his Canadian Privy Council cronies, the bribe-taking Maurice Strong, appear to have helped UN agencies, including Advisory Committee of Local Authorities, Centre for Human Settlements and the World Bank, to launder money stolen from the UN Oil-for-Food program and pay Lansdowne and Parisien to train UNMOVIC weapons inspectors for war game maneuvers executed through Gatineau VPNs on 9/11.

In May through to August, 2001 (see notes below), the then Mayor of Hull (now Gatineau) Yves Ducharme, he being a Special Advisor to the United Nations and member of its Advisory Committee of Local Authorities (ACLA), and Gatineau's Chief of Information Services, Donald Picard, appear to have linked Tomoye's virtual private networks to Gore and the UN's "Interagency Working Group on Environmental Justice".

About four weeks after the links had been set up, al-Qaeda SWAT teams appear to have used Gatineau's virtual private networks to execute Maurice Strong's murderous notions of environmental justice by destroying the World Trade Center buildings in New York and the Pentagon's US Naval Command Center in Washington, D.C. and killing nearly 3,000 innocent citizens.

Can the Mayor and Council of the City of Gatineau show cause why Yves Ducharme and Donald Picard should not be added  to the list of 100 prospective defendants, including Al Gore, Maurice Strong and John Deutch, named in the "Arkancide and Kyoto 9/11' lawsuit outlined at the draft preamble below?
