Able Danger determined that 'Anthrax André' Desmarais and his associates bought at least two Bombardier combat support jets in 2000, modified them with tail cones to support the aerial spraying of insecticides (including patented products such as anthrax spores?) and then sold them at a loss prior to 9/11, presumably hoping to recover the tax loss of 2000 by buying life-insurance on the potential victims of a bogus 2001 war game.
Able Danger has also determined that a combat-support jet triggered embedded 'Airbus Airburst' bombs in the 'United 93' flight at 10:03 a.m. on 9/11; we presume Desmarais aborted the mission and vaporized evidence to prevent discovery of anthrax weapons in the Bombardier decoy-and-drone formation heading towards the Capitol Building.
Hawks CAFE suggests that Anthrax André's failure to destroy the Capitol and kill its occupants on 9/11, required a'Plan B' i.e. he ordered his radical friends in the Laborers' LIUNA union mail room to send the patented anthrax spores in the mail ............

This could certainly have been a coincidence, yet the details of the process of spray drying, using Niro Atomizer, had been published in the public press. In addition, silica was used to enhance the flowability of spray-dried BT powder, even when wet. Thus, BT culture-broth - as an active ingredient - was mixed with various adjuvants and then spray-dried. The optimum conditions for spray drying of BT were then appraised."

The Michigan Biologic Products Institute (MBPI) was sold to a private entity, BioPort, on September 4, 1998. The price for the lab was approximately $24 million. (With a net present value of $17 million). Most of the BioPort bid represents promissory notes and floating receivables owed to the state. Much of the debt carries 0% interest .. The Director of MBPI, Bob Myers, and his assistant, Rob van Ravenswaay – who was assigned to MBPI to facilitate its sale – formed a corporation called MBP, Inc. and formed a partnership with BioPort. MBP, Inc. owns a 32% interest in BioPort. They are hereafter referred to as "the insiders." .. A cash bid made by another firm was worth approximately $16.7 million .. The insiders' bid was rejected twice before they partnered with BioPort .. In November of 1997 the insiders participated in an appraisal of MBPI which valued it at "nominal to $10.5 million." .. One of the most highly valued and highly publicized assets of the Institute was a Department of Defense contract for the anthrax vaccine.
