In 1997, Bill Clinton ordered William Daley (Commerce Secretary) to set up a Boeing-operated Thuraya satellite system used by al-Qaeda on 9/11 and later in Iraq to kill thousands of Americans.

Thuraya operates two 
communications satellites built by Boeing, third in orbit, but not yet operational .. launched on 2000-10-21by SeaLaunch on a Zenit 3SL rocket .. weighed 5250 kg.  Thuraya 2 launched by SeaLaunch on 2003-06-10 It is located ingeosynchronous orbit at 44 deg-E longitude, inclined at 6.3 degrees. The satellite can handle 13,750 simultaneous voice calls. Thuraya 3 The third satellite was planned for launch by SeaLaunch in Q1 2007, and the start of Far East and Australia service was planned for 2007-10-15. The failure in January 2007 of another SeaLaunch rocket led to a delay in the launch of Thuraya-3, which was rescheduled for 2007-11-14, but the launch was postponed due to sea condition.

Thuraya Satellite Telecommunications Company and Hughes Space and Communications International, Inc., (HSCI) signed a contract here today for a satellite-based mobile phone system to serve the Middle East, North Africa, Eastern Europe including Turkey, Central Asia and the Indian subcontinent. Thuraya and Hughes concluded two weeks of final negotiations with a signing ceremony today in Abu Dhabi, UAE. Mohammad Hassan Omran, chairman of Thuraya, and Michael J. Houterman, HSCI president, signed on behalf of their companies. The ceremony, which was held at the ETISALAT Head Office in Abu Dhabi, was also attended by Thuraya's project manager, Yousuf Al Sayed, and marketing manager, Jamal Al Jarwan, along with senior executives of Thuraya, HSCI and a number of invited guests. This will be the largest satellite communications project in the region, with an estimated total cost of $1 billion and a coverage area encompassing nearly 1.8 billion people. The project cost includes manufacture of two high-power satellites, launch services for the first satellite, insurance, ground facilities and a quarter of a million handheld telephones.  Thuraya is the first satellite project in the Middle East for Hughes, which was supported by the U.S. government in its bid. U.S. Secretary of Commerce, William Daley,added that "We are pleased that Thuraya has chosen an American firm for this important project [9/11!!!!]. "Osama paid rich tributes to both of them in a meeting of select Al Qaeda leaders in Kabul on November 8, 2001 .. Despite the security measures, a female spy noticed the unusual movement of many important Arabs in Kabul .. More than 20 Al Qaeda leaders were present in the small room. Most of them were of the view that the US-backed Northern Alliance was moving close to Kabul only because of General Pervez Musharraf, who provided air bases to the Americans in Pakistan. Suddenly, an Arab Al Qaeda fighter entered the room and told his leaders that they had arrested a woman in a blue burqa just few metres away. She was spying under the cover of begging. She begged for money from some Al Qaeda security guards posted outside the place where I interviewed Osama. After some time one guard noticed she was more interested in watching him than in begging. He started observing her movements and caught her red-handed when she was talking to someone about 'Sheikh' on a Thuraya satellite phone."

"Al Qaeda Gulf chief arrested in the UAE posted on 24/12/2002 The United Arab Emirates arrested Al-Qaeda's operations chief in the Gulf Abdel-Raheem al-Nashiri at the end of October 2002, an official UAE source said.
