In an apparent racketeering use of interstate and foreign commerce along the Super Highway corridor, Gore and Strong's associates appear to be attaching carbon credit or liens to the insured title of properties 'deemed' to be generating too much or sequestering too little CO2.

"For immediate release: May 15, 2001 MDA's Triathlon To Provide Land Information To New York State Richmond, B.C. - MacDonald, Dettwiler and Associates Ltd. The environmental assessment repeatedly stated that the dam would be built on solid granite .. Fortis' subsidiary, BECOL, and the Belizean government withheld important information from three courts - the Supreme Court of Belize, the Court of Appeals, and the Privy Council itself .. The Canadian engineering company Agra CI carried out a geological survey in 1999 that found that the bedrock at the dam site was granite. Agra merged with another Canadian company Amec E & C Services Ltd. (AMEC) which produced the environmental impact assessment for the dam project ..
