Captain Field McConnell and David Hawkins, forensic economists at Hawks CAFE, propose a Ninth Amendment remedy for wrongful death and property and life insurance frauds such as those allegedly executed by AXA, Rose Law firm and their `Unabomber' partners using tainted blood and improvised explosive devices from 1978 through 9/11.

Rose Law partners, including Hillary Clinton, appear to have organized crime, labor and terrorist groups into global money laundering networks where special weapons & tactics (SWAT) teams are being paid by `dead-peasant' life insurance contracts after the `peasants' are killed. Rose and partners move weapons on three networks; weapons production is on one and distribution on a second while evidence is removed by the third.

We believe Hillary Clinton, Rose Law and Axa insiders coordinate assassinations and life insurance frauds across three global networks using virtual (online) war rooms, MindBox software and racketeering Laborers union (LIUNA) and anarchist (Unabomber) groups.

We may not have enough evidence to convict the network users of murder but we offer a remedy through the Ninth Amendment where "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people." We believe grand juries have an unenumerated right to collect evidence against people suspected of causing wrongful deaths and, or for, property and life insurance frauds.

Such evidence will be found in watersheds - areas of land that catch rain and snow and drain or seep into a marsh, stream, creek, river, lake or groundwater. Such evidence may prove for example, that United 93 was destroyed over Indian Lake in an insurance fraud.

Below are ten lines of evidence and some prospective suspects for the grand juries.

2. Missile Gyroscope Devices – Boeing, Joe Giroir-BEI (QRS11), Raytheon, Thales
3. Voice Manipulation Devices – Iridium, Thuraya (al-Qaeda), Nortel, Verizon, Motorola
4. Law-Enforcement Bypass Devices – Boeing, Raytheon, Parisen Research (Ottawa)
5. Improvised Explosive Devices (IED) – Boeing, GE, Lafarge and Martec (Quebec)
6. Weapons distribution – Mobbed-up Laborers (`LIUNA') and Unabomber unions
7. Spoliation of evidence – AMEC and George Soros through Waste Management Inc.
8. Removal of evidence – Tomoye, Groove and MIT Center for Coordination Science
9. Spinning of evidence – French American Foundation, Hollywood and extorted media
10. MindBox Hedge Fund Fraud – Soros with CAI-Carlyle Canada private equity groups
