Hawks CAFE believes racketeering leaders of La Francophonie member states, including the Socialist Republic of Vietnam, Egypt, Rwanda and France, are using virtual (online) murder-for-hire networks in Gatineau, Quebec, to extort 'Anglosphere' Common Law countries and take control over production and distribution in the global commons.

We allege that leaders of La Francophonie hired the Egyptian citizen, Boutros Boutros Ghali, and the Canadian general Maurice Baril in 1994 to faciliate the massacre of almost 1,000,000 English-speaking Tutsis by francophone Hutu paramilitaries paid on a per capita basis with money laundered through the French state pension and insurance funds.

We also allege that Boutros Ghali and General Baril were hired to faciliate the murder of almost 3,000 Americans during a bogus 'Global Guardian' war games on 9/11 by Quebec paramilitaries and saboteurs paid with money laundered by Francophonie insurance funds.

We propose that an appropriate reprisal for acts of undeclared war on the Anglospehere by La Francophonie member states, should be the grant to citizens in the common-law societies of the privateers' right to seize goods traded using illegally-weaponized trains (Bombardier), cargo ships (Canada Steamship Lines) and/or passenger aircraft (Boeing).
