UNEP and its agents allegedly hired FAA air traffic controllers with the mobbed-up LIUNA Local 2097 in Oklahoma City and used Instrument Approach Procedures ('IAP') and Final Approach procedures from Macdonald Dettwiler and Associates of Richmond, B.C., Canada, to control and coordinate simulated 'al-Qaeda' hijackings as scripted into the Kyoto 9/11 war game.
